I am using DOORS 9.2 and trying to edit the OLE object properties. The user manual states Select the OLE object, and then click Edit > OLE Object Properties.OLE object properties is not there.

Not just select the DOORS object, but select the OLE therein. You should see the outline of a box when you have it selected.
